William Foley Partin, 85, of Clearfield, Ky., native of Bell County, died Sunday Nov. 13, 2016 at St. Elizabeth Hospice Care, Edgewood, Ky. He was preceded in death by his parents, Foley and Juanita Hoskins Partin of Pineville. Foley is survived by his loving wife of 63 years, Margarette Forman Partin of Clearfield, his daughters, Becky (Mike) Fairchild of Independence, Ky., and Kathy (Bob) Dalton of Spartanburg, S.C.; sister, Dickie June (Bill) Cox of Louisville; grandchildren: Jason (Dawn) Caudill of Edgewood, Ky., Jennifer (Ron) Doyle of Covington, Ky., and Delaney Dalton of Spartanburg, S.C.; great-grandchildren: Ashley, Whitney, Brianna, and Andy; 3 nephews and 5 nieces.
Visitation will be 2:30-3:30 p.m. Thursday, Nov. 17 at Baptist Village Care Center Chapel; prayer service will follow. Mr. Partin became a Gideon at age 80 and asked that memorials for the purchase of Bibles be made to Gideons International, P.O. Box 140800, Nashville, TN, 37214-0800.
Mr. Partin was a 1951 graduate of Pineville High School and attended Morehead State College one year before X-ray training at Wayne County General Hospital in Eloise, Mich. He returned to Bell County as Chief X-ray Technician at Middlesboro Memorial Hospital. His love of teaching X-ray led him to return to college (East Tennessee State and Morehead State) while working as chief X-ray tech at Carter County Memorial Hospital in Elizabethton, Tenn., and St. Claire Medical Center in Morehead. He taught at Concord, a two-room school in Elliott County, and Prichard High School in Carter County. He never applied for a principalship but agreed to be assistant principal at Prichard High School, then principal at Haldeman, Tilden Hogge and Clearfield elementary schools in Rowan County. He finished his career teaching at the Morehead Treatment Center.
Devoted to his Baptist faith, at age 21 he became the youngest person First Baptist Church, Middlesboro, had ever elected as deacon. During his more than 50-year membership at First Baptist Church, Morehead, he was chairman of the deacons when it worked to build the current sanctuary. He read the Bible daily and worked hard to live its message.
Although he had numerous heart problems, Cardiac Rehab at St. Claire Medical Center kept him active. He will be remembered as a storyteller, poet, mountain man, and lover of nature, music and family.

A childhood neighbor.
I remember must be 25 years or a more now the Partons were our neighbors in Clearfield. They always welcomed us onto there front porch where Mr. Parton would swing with us for awhile and chat. Great memory from my childhood I must have only been 6 or 7. I’m very sorry for your loss. John Sargent
A Devout Christian!
Marisa and I express our deepest sympathy in learning of Foley’s passing. I admired him greatly. He demonstrated and lived Christ’s love each and every day and was such a devoted Christian. He was a fixture in our church and community and will be missed greatly. May each of you cherish the wonderful memories of Foley and know one day again we shall be reunited thru Christ our Lord. I am heartbroken over the loss of two of my dearest friends in a short period: Judy Ramey and then Foley, or as I called him’ “W.F.” Foley was my traveling partner to Prichard for several years (along with Brother Lloyd Dean), and the stories…….. Kathy and Becky and Magarette:, I’ll always treasure the memories. Wish there could have been a local service so I could have seen your families. Mr. Partin was my Principal at Tilden Hogge Elementary for several years. He was a great Principal and an even better person. I always liked him and had a tremendous amount of respect for him.

Foley sent the following original poem as a tribute to John several years ago. I hope it will comfort you now as it did me then. And I know that Foley is feeling this same way himself now, as he “Meets the Master. ”

Cherished memories
We always treasured times with Foley & Margarette, at First Baptist~~their gift of monogrammed Bible to Joy at her baptism, interactions at Morehead Treatment Center. Just precious people, always with smiles and sweet conversation. And knowing Foley’s connection with my Uncle Meredith growing up in Pineville just added to the specialness. We wish we could join in today, but have another schedule to keep.

Foley was a great friend and such a valuable part of our Morehead Gideon Camp and especially Saturday morning prayer meeting. Oh what stories he would tell and what passion he had for the ministry of serving others and an outlook to reach those around him with the Good News of Jesus Christ. We have missed him since he moved to Erlanger, but one day we’ll be reunited along with countless others to celebrate what God has gone to prepare for those who long to see His appearing. As I look back on my childhood I can remember visiting Foley and Margaret. Sitting on the front porch and listening to tall tales or stories with a hidden lesson. The Partin family always made me feel like family and always welcome. I am lucky to have spent time with such a wonderful person. His legacy is in the people he touched. On behalf of the children of Scottie Hicks, please accept our deepest sympathy for your loss. All 4 of us were fortunate enough to be at Tilden Hogge Elementary when he was principal there and even though we’ve all grown up, we have such fond memories of him. As long as some of his school children are on this earth, I know that “Mr. Partin” will be fondly remembered.
His obituary mentioned him spending time at St. Claire Cardiac Rehab…..I work there and as such, I would sometimes pass the open door to their department and see him. He always had a wave and an occasional “come here”. Of course, then we were going down memory lane. I always loved our chats and he would talk of things that I had long since forgotten!

He will be missed
We have missed Foley and his stories at the Rowan County Senior Center for the last couple of years but we always felt there was a chance one day we may get to see him and hear another story. His passing leaves an empty spot in all of our hearts but hopefully one day we will all meet up again.. Margaret especially thinking of you in this sad time. Prayers for the entire family
